I doubt it is every worked daily but making such constraints annual would still be disastrous for the US (and many other countries). I would note two things. First, if spending needs to equal expenditure for a government then as well as cuts it is obviously possible to increase tax revenues. For the fed one simple action would be to stop federal funding to states like Texas, which are easily rich enough to be net contributors (as California is).
Another hiccup on the road is the fact that this year $10 trillion of government bonds become payable. One third of the bonds that make up the national debt. And thanks to Trump’s efforts at international relations (sh*tting on pretty much all other countries) there is less demand from other national banks to buy new bonds to pay off this $10 trillion. A problem.
Very simple solution, if congress pass a bill, the the US doesn’t have funds for, it comes out of the Congress and Senate wages. Like writing a bad check, you wrote the check, you pay it.
