Also, if he is a confirmed drug dealer, why is he even allowed his freedom, why is he not in prison?

The vast majority of drug dealers are not in prison Mups, that is why drugs are so freely available.
What part of this do you not understand?
He has annoyed many. none of whom are stupid enough to put the Police and NHS under further strain at the moment.

Nope, out and about, visitors most of the time.
He is well organised, I live on a large crescent, he has lookouts both ends in case of Police.
Personally I hope both he and his mates contaminate each other.
We have no contact, other than his annoying habit of spitting in my front garden.
He is rarely seen before midday, by which time Guy and I have been shopping and safely back indoors.

Indeed! I walk across the road 100 yards away as soon as I see another person, but a person with a dog then it’s 200 yards away as Teddy gets very territorial around the house and there’s no way I’m going to the park where he will try to socialise in a more friendly way with other dogs. Near the house I always avoid other dog walkers, it’s not worth the growling and anxiety.
