Trade minister Conor Burns sacked from government pending an investigation into allegations of inappropriate behaviour

Mr Burns, 50, has also had the Conservative whip removed pending an investigation into allegations of inappropriate behaviour earlier this week.

He has been the MP for Bournemouth West since 2010 and has held ministerial jobs under both Liz Truss and Boris Johnson.

Conor Burns has resigned as a trade minister after a report found he used his position as an MP to intimidate a member of the public.

The Commons standards watchdog said he made “veiled threats” to use parliamentary privilege to “further his family’s interests” in a financial dispute involving his father.

It had called for him to be suspended from Parliament for seven days.

Mr Burns said he accepted the sanction “unreservedly and without rancour”.

In a letter to Prime Minister Boris Johnson after his resignation, he said the recommendation for a suspension made his decision to quit his post “inevitable”.

In February, Mr Burns wrote to a member of the public connected to a company with whom his father was in dispute over the repayment of a loan.

Not a good year for Burns, then.

The allegation relates to Conor Burns’ behaviour at the party conference in Birmingham earlier this week, and is understood to have allegedly taken place in a hotel bar.

His sacking comes after a series of scandals relating to the behaviour of Conservative MPs, including Chris Pincher, the former deputy chief whip, who is still sitting as an independent. Johnson’s own demise as prime minister was partly triggered by his initial refusal to withdraw the whip from Pincher after accusations of groping, which the MP denied.

Other Tory MPs who have got into trouble in recent months include Neil Parish, who resigned as an MP after admitting watching porn in the House of Commons, and an unnamed Conservative MP who was asked to stay away from parliament after being arrested on suspicion of serious sexual offences, including rape. The MP has not had the whip withdrawn in this case.

Imran Ahmad Khan, the former Tory MP for Wakefield, was suspended in June 2021 and convicted in May 2022 of sexually assaulting a 15-year-old boy; while the former Conservative cabinet minister Owen Paterson resigned as an MP in late 2021 after a furore over paid lobbying, leading to a shock Lib Dem byelection win.

Another Conservative MP, David Warburton, who represents Somerton and Frome, had the whip suspended while under investigation for sexual harassment by the House of Commons’ independent complaints and grievance scheme.

To be fair it is not just Tory MPs who think they can behave badly.

An eyewitness said they saw him in the early hours of Tuesday in the Hyatt Regency hotel bar in Birmingham with the man during the party’s conference. The eyewitness claimed that the minister had his hand on the young man’s thigh, and that there were several onlookers.

They added that Mr Burns was told at the time by an onlooker to stop what he was doing, although this is disputed by friends of the Bournemouth West MP. A second source, with knowledge of the disciplinary process, corroborated this account and confirmed this incident was what led to him being sacked as well as losing his whip.

The BBC understands that a third party — not the man seen with Mr Burns — raised this incident with party whips, who look after discipline among MPs, and that this complaint led to the suspension of his whip and his sacking as international trade minister.

Somebody with knowledge of the disciplinary process told the BBC that concerns were also raised about “inappropriate comments” made by Mr Burns on that night.

Allies of the MP claim he had injured his ribs the weekend before the party conference and was on heavy medication to manage the pain. They suggested the prescribed medicine made the effect of the alcohol worse. It is not disputed by the former minister’s friends that he had been drinking or that he flirted with the young man who had joined him, who, we understand, was not known to Mr Burns.

The MP was sufficiently drunk that he had to later be taken back to his hotel by a friend.
