I looked it up. It’s where people put their towels when they’re almost dry to finish drying. That’s because most people air dry their clothes in other places.
Here, pretty much everyone has a clothes dryer so the clothes are bone dry when you put them away. And when it’s cold you can pop them into the dryer for added warmth.
