Should not be out on their own. They should also be sued if they are identified.

You can`t teach the stupid.
The driver of the train must have been worried sick,they need to be identified and given a hefty fine.

Some train drivers suffer to such an extent they have to give up. Clearly, these two were trespassing by climbing over the fencing; if they had left enough time to catch their train it would not have been necessary. 
Spare a thought for one of my friends, he was ‘on call’ to go out and remove bits of bodies from trains after hitting them. Fortunately…Or not if you are a cow, most of the body parts belonged to cows and sheep, but there was the odd human. I was surprised by how many he attended each day. He always dined well though…
Lime is commonly used to speed up the decomposition of unrecoverable bits of a fatality.
