It didn’t happen last year is probably because Trump had to fix problems from the last administration, border, getting woke out of government agencies, getting better trade deals with countries that didn’t want to discuss the trade deals, and they all finally finally seen the light and negotiated, getting countries to invest in US manufacturing and the list goes on.

In Trumps last administration, he told everyone in NATO to pay their fair share to NATO. They complained about it and did not pay their share. But when Russia attacked Ukraine the mass majority of European countries didn’t have the military equipment. But had more than their share of NATO funds, but had enough to fund and help equipment Ukraine.
The US had the funds and equipment on hand.
The main reason Trump reduced the funds and equipment to Ukraine because Biden did not resupply the equipment and munitions that was given to Ukraine just like the Oil reserve that he sold to other countries.

There was a coalition. Bush snr went to great lengths to build support for taking the fight to the Iraqi forces that had invaded Kuwait. That was cross party support in the US, international support from the UN and direct support from multiple allies. 42 countries joined the war. This was significant in terms of troops, hardware and expertise. But more significant if things went wrong as it would mean the coalition would be also responsible for fixing the problems.
After liberating Kuwait coalition forces (US, UK, French) did enter Iraq and engage with Iraqi forces. However rather than press on to Baghdad the coalition agreed peace terms with Iraq, whilst in Iraqi territory. Bush and the military leadership recognised that that attempting to overthrow Saddam would create many, many problems - a likely rupture of the coalition from countries who rightly felt they had not signed up for that; a serious risk of a long, drawn out troops on the ground war that was not fully planned or prepared for; more and more resentment across the middle east; possible need to have to effectively run the country; likely high military casualties; high risk of civil war with very high casualties and huge numbers of refugees.
Do these reasons sound familiar? They sound a lot like the way the second gulf war went even though the first bit (not a long drawn out campaign) was concluded. Do they sound like the risks now with this idiotic war on Iran. Does the preparations for support and a coalition sound unfamiliar?
