From the first paragraph it read like a puff piece for the city’s Conservative Party Councillors as they are the only people quoted in the article. Perhaps you should ask yourself, “Does the Daily Mail support the Tory Party?” Because it certainly reads as if they do.
The litter is often caused by people who don’t care anymore & councils who don’t want to spend money.
In the past if my household waste couldn’t be collected for some reason, I would take it myself to the council waste site & help any older people who could not do the same.
As a child my friends and I were taught not to drop litter on the floor, just take it to the nearest bin , yet somebody dropped a MacDonalds bag on my front path on Saturday evening, ( so probably a teenager walking home, as Macdonalds is a mile from my house). What is wrong with their bin at home?

Perhaps people are just becoming bone idle, so wont walk a few extra feet to put things in a bin and leave it for somebody else to do.
I also blame the supermarkets for forcing us to buy a bag of fruit and veg, rather than just what we need.
Why do they need to package most of what they sell? WHY? Because it makes more money if we buy a lot ( so eat more or throw it away) & they don’t need as many staff to serve people who want smaller portions!

Cycling to work one day, I saw a student from a local comprehensive drop a sandwich wrapper on the footpath outside our apartment block so, I stopped and asked him if he would like me to drop litter on his garden. He said he wouldn’t so, I said neither do I so pick it up and put it in the litter bin that’s on the corner of the road along there (pointing to a bin 50yards away) in the direction he was walking. I walked behind him and his friend just to make sure he didn’t throw it away again. Later, at work I asked around which school it was (badge on his blazer). Once I discovered that I sent an email to the head teacher asking him/her if they taught civic responsibility as a subject, and if they did, did it include littering? Didn’t get a reply.
You’re right in thinking it reads as a puff piece for the Conservative councillors and that the DM & MoS are right leaning newspapers however, both papers are well known for holding the Tory Party’s (at local and national levels) feet to the fire whenever necessary.
The Sturgeon woman’s own constituency is Glasgow East and that’s been well known as one of the dirtiest shit-holes in the city for a number of years. It’s even been mentioned in the Tory-hating Scottish press before now. How do you explain that away?
I find it very sad that such a once beautiful city should have descended into nothing more than a stinking land-fill.

I am familiar with Glasgow I arrived there the morning after the Lockerbie air crash. It, was a lovely city ruined in the 50s and 60s by the so called slum clearance which created bigger and better slums in Glasgow and many other cities across Britain.
I recall my heady days in Hants - not a scrap of litter anywhere - you arrived too late Pauline - hedges trimmed and lawns mown and God was in his/her heaven
I blame her for not doing anything about sorting the problems of a) her constituency first and foremost and her adopted city second, b) not being seen to give a damn about her constituents or fellow Glaswegians, c) blaming everything on Westminster, and d) only really caring about an independence referendum.
