I drove past a volunteer litter crew on the highway today, one guy was on his cell phone! You can’t pick up trash while you’re on the cell phone. Outrageous!

Don’t they each have one of those picky up stick things? You only need one hand for that so phoning is quite possible.

Provided they were volunteer pickers and not on a payroll, they can do the media as much as they like, but in this case it would be rude to ask the person concerned what his status is 
Other people’s record collections are very personal to them alone!
Why the surprise? Most of the men digging up the roads around here will stop work at regular intervals throughout the day to hold long conversations on their phones,
They might be working on the “Information Superhighway”
Public workers are doing it on the Council Tax
