How does a Wikipedia article begin?

I was looking for information about when the search for 4-year-old Gus Lamont began after being reported missing on the 27th of September.
A Wikipedia article appeared at 9.43pm on the 8th of October.
This article was posted by - DiamondIIIXX, whos blurb states, I help Wikipedia improve.

When I inputted DiamondIIIXX into the Wiki search engine this message appeared, The page “DiamondIIIXX” does not exist.

Yet here is his “Homepage”

Anybody used to be able to change or create Wikipedia pages but I think that they have since put on some restrictions.

Does any one here ever send them money to keep Wikipedia viable?
