This is a very odd story.
One thing that I was totally unaware of is that one doesn’t need to have any qualifications to set up as an undertaker. How is that even possible?

Well, no matter how bad you are as an undertaker, people are dying to be your clients.
Well I’m reluctant to say it but the undertaker lady needs some serious counselling.
That article says that she put the dead babies in baby bouncers in her own living room so they could watch TV. …
She had, sadly, lost her own child in 2017.
But it seems there is no required registration or qualification or criteria to meet, and so her group/business was operating from Facebook.

Tell me about it. Anyone, with zero training and zero experience and with no need to be a member of a bona fide professional body can set themselves up as a funeral director. Presumably, they could have access to embalming fluid and do all sorts of weird stuff.
