Bit difficult to be sure. If you soak it in a cup of warm water overnight, it should expand to an open cylinder, which, if you keep it warm and moist on a window ledge would probably sprout in a week or two.
Not sure where you’d go from there, as you’ll have no idea when the best time of year it’d be to start that process for that plant. 
I have sown it in a pot. The person it belongs to thinks it might be a Venus Fly Trap.
We will find out eventually.
He has 35 of them.
