I don’t doubt it but more likely to do with total population. For example, Australia, for all its size is the most urbanised country on the planet with the majority of its population living in just 5 cities.

Have you a long wait for your flight and will you have to self isolate in the UK ? We are being given different information here . A couple flying in from Italy yesterday complained because they were not tested on landing at Bristol airport but said they were going to self isolate anyway .

The cruise ship which had confirmed cases aboard, docked yesterday at Oakland, CA. All of the passengers were flown to U.S.N. Airbase at Miramar (a few miles north of San Diego).
They will be held in quarantine for 14 days.
However, I am not convinced that 14 days is ample time to guarantee that a person is safe to be released.
Today it was announced that the 1st person in San Diego County has tested positive. That person had not traveled outside the U.S. nor come into contact with any person known to have the disease. Looks like somebody dropped the ball. :-(:-(
