I most certainly do not understand how such a weak sentence can be given.

That is certainly on the low side for rape of a minor but the prosecution can appeal the sentence.

We must not forget that although 56 now, he was only 21 at the time of the assault.
I’m not making excuses for the animal, and think that the sentence is too short, but there are questions to be asked.
How come he wasn’t reported at the time she will be in her late forties now?..
Where were the young girls parents at the time? Why didn’t they notice a change in the girls personality?
These historical cases could have circumstances that we will never know.
But as I say, there is absolutely no excuse for an older lad to ruin a young girls life under any circumstances.

I do not understand why nothing was investigated at the time. She aborted the baby at 13 years of age.

That subhuman destroyed the life of a girl - and likely her family. He is not redeemable.
His punishment should be painful, swift, final and enough in the public sphere that other brainstem “thinkers” are too fearful to act on their primitive compulsions.
Men on this planet need to do a better job of being the arbiters and enforcers of such justice - and teaching their sons early that protecting women, children, and vulnerable is the ultimate and most honorable form of strength and power.
