Is there a civil war going on in the civil service?

What prompted the titles question above was an article
in the Sun about a young lady at uni that showed up for
her driving test at Blackpool for her driving test but the
examiner refused to even get into the car due to a few
specks of pencil eraser rubber he spotted under the
front passenger seat ??
The rest of the car looked spotless and happened to be
her examiners car also?
From the rest of the article it seems that the Blackpool
test centre has a record of rejecting test applicants on
these grounds since they were requested to take
applicants from other areas in order to ease the backlog
currently being experienced countrywide ?
So l ask again, ls there a war raging between different
departments of the civil service and also against their
customers ??
It sounds to me that that these ‘jobsworths’ are determined
to make everything as difficult as they can for the public instead
of easier ? Even the local supervisor refused to review the decision!!

There is always a war going on, nobody likes the Treasury.

I can’t imagine that making a protest to the department concerned will make even a hap’orth of difference.
In that situation, I’d be writing to the press. Adverse publicity seems to have more effect.

Hospitals arein part overflowing due to budget disputes & despite the media liking to say the disputes are between social services & hospitals, these bed blockers are often there due to disputes between the multitude of CCG’s (Community Commissioning Groups.)

Everyone is protecting their own budgets & everyone else is suffering.

Perhaps it is just staff shortages and backlog caused by covid there are reports of young drivers in NSW having to wait several months to take the test just to get onto their red P plates (from L plates)

Driving Examiners are employed by the DVLA.

It is an Agency, a system much developed and liked by the Government.

It is 100% funded by the Taxpayer but managerially separate from the Civil Service.

This means they can do what they like.

The poor girl had to pay as well ?
For a service they refused to carry out !
The excuse apparently ’ it’s because of covid ’ regulations’ !!

@Bruce , Maybe in Ozzie, but our backlogs pre-date covid ?
I think it’s caused by the existing examiners protecting their
position by making themselves more in demand ?
Sort of like a trade union ?

is the logic behind such a system ?
It doesn’t make sense to me, ?? on the grounds of being
inefficient ??

I’m shocked and appalled by the outpouring of sympathy towards the girl in these comments. May I remind you she is of Generation Z, the vilest, wokest, most obnoxious generation who ever walked the earth. She is our ENEMY.
